The Athletic have reported that the FA have issued a warning to David Hilton (+ other names).
“The FA has issued this individual with a formal warning following a thorough investigation.”

That’s the end of that then….

There’s always interest in the background in every football club that’s for sale, if Hilton’s bid wasn’t accepted you’d have still found a buyer, history proves this.
